This may be, for example, a promotion for a card fee. If the pass had a card fee and a promotion applied to the fee, after adding another card fee, this promotion could not be added, you had to create a new promotion definition. Currently, if the promotion definition has the setting turned on, you can use the previous promotion to discount another card fee.
